
Moldova’s Commission for Licensing of Grains and Oilseeds Imports ceases its operation.
The Ministry of Agriculture and Food Industry reported this, noting that the activities of the Commission for Licensing of Grains and Oilseeds Imports, which operated on the basis of the Law on the Regulation of Business Activities by Permit, are ending, since regulation through licensing can be carried out for no more than 3 months and it can only be extended once for a maximum of 3 more months. Thus, the period for which licensing for the import of grain and oilseeds can be applied has expired. The Ministry of Agriculture recalled that the permitting measure was first introduced on October 11, 2023 and was in effect during the state of emergency - until December 31, 2023. The next decision to maintain this measure was adopted on January 5, 2024 and extended on April 8 with a deadline of June 26. In total, during this period, 12 licenses were issued for the import of about 69.5 thousand tons of sunflower seeds, of which 1200 tons were requested for the confectionery industry from varieties not grown in Moldova and about 44 tons of popcorn from varieties and hybrids not grown in our country. The decision to license the import of wheat, corn and sunflower seeds was taken to maintain stable prices in the domestic grain market from an economic perspective, to maintain stable domestic prices and help domestic producers benefit from their crops and maintain their competitiveness. At the same time, only economic agents engaged in raising animals, producing animal feed on farms, producing flour products, fats and oils, bread, bakery, and confectionery products were entitled to obtain a license to import wheat, corn and sunflower seeds.
