
The Ministry of Economic Development and Digitalization is holding public consultations on the new draft law on simplification of business activities (No. 7).
The draft law submitted for public consultations provides for amendments to 18 regulatory acts. One of the provisions relates to the Law on Joint Stock Companies - it will be amended to regulate the use of electronic signatures by shareholders, including for minutes of general meetings, and the obligation to prepare a separate minutes of voting results if less than 50 shareholders participated in the meeting will be abolished. It is proposed to repeal the Law on Regulation of Repatriation of Funds, Goods and Services Obtained as a Result of Foreign Economic Transactions - this will make it possible to abolish any restrictions on the circulation of capital. Some of the amendments relate to the Law on Private Detective and Security Activities - they concern refresher courses and on-the-job training for security guards who do not need firearms; notifications of changes in alarm systems; rules for the acceptance, examination and approval of project documentation. Other provisions of the bill are aimed at reducing the cost of Moldac accreditation services; the maximum area of advertising that will not be taxed will be increased; new measures are proposed to limit access to unauthorized gambling. In order to reduce the costs of doing business, eliminate administrative burden and unnecessary bureaucracy, as well as to simplify procedures for obtaining authorization to place tobacco products on the Moldovan market, it is proposed to exclude the obligation of conformity certification for companies that import or produce these products. The draft provides for the possibility of employing migrants on a part-time basis with payment of wages in accordance with the actually worked time (now there are limits in the legislation - the salary should not be lower than the average monthly wage in the economy, projected for the year of its payment). It is proposed to establish uniform licensing conditions for pharmacy in rural areas of the country - for subsidized, or not. The monopoly of the Republican Training Center of the General Inspectorate for Emergency Situations to organize compulsory training and issue certificates of completion of fire safety training will be eliminated - the possibility of training will be in any accredited institution.
