This is stipulated by the relevant draft government decision, which was submitted for public consultations and subsequent adoption by the Cabinet of Ministers. According to the Ministry of Energy, after this governmental decision comes takes effect, about 900 land plots, which are privately owned, as well as those owned by the administrative-territorial units of ATU Gagauzia, Taraclia, Cahul, Leova, Cimislia, Hincesti, Ialoveni districts and Chisinau municipality (Bacoi commune), will be expropriated and transferred to the state. The evaluation of the compensation amounts will be carried out by the Project Institute for Territorial Organization in accordance with the Moldovan legislation and evaluation reports prepared by independent appraisers. To facilitate the expropriation procedure, ensure effective communication and prevent social impacts of the project, Social Impact Monitoring Committees have been established at district and local levels to ensure public participation in the impact monitoring process, receive complaints and provide assistance to landowners. Meanwhile, to ensure the right to fair compensation, a Dispute Resolution Commission will be established by a government decree. Owners who do not have the necessary documents (confirming ownership/other rights to the land plot) or who, due to objective circumstances, are unable to claim compensation will be entitled to inform the Consolidated Unit for the Implementation and Monitoring of Projects in the Field of Energy (UCIPE) and request support on how to obtain compensation. The construction of the 400 kV Vulcanesti-Chisinau high-voltage transmission line is part of the Moldova Electricity System Development Project.
