
The Moldovan Ministry of Agriculture has elaborated the Regulation on the organization and work of the commission for licensing of grain imports from Ukraine, as well as models of licenses and applications for their receipt.
The Agriculture and Food Industry Minister Vladimir Bolea announced this, noting that these documents will be available on the website of the agrarian department. He stressed that the Regulation on the organization and work of the commission for licensing the import of cereals from Ukraine was developed on the basis of the relevant order of the Commission for Emergency Situations of October 4 on the introduction of licensing of imports of certain types of cereals and describes the conditions and procedure for imports of cereals from Ukraine on the basis of licenses. The regulation provides for the establishment of a special commission to license imports from Ukraine of wheat, corn and sunflower seeds, except for seed for sowing, packaged seeds for consumption, roasted seeds, etc. As explained by the head of the Ministry of Agriculture, at the same time, the right to obtain a license for the import of wheat, corn and sunflower seeds have only economic agents that are engaged in the cultivation of animals, the production of animal feed on farms, the production of flour products, fats and oils. An import license will be issued to them for each import operation. To obtain a license, they will have to submit with the application a copy of the extract from the State Register of Legal Entities or a certificate of registration of a peasant farm, a copy of the identity card of the legal representative, and other documents. The information will be checked by a special commission, created by order of the head of the Ministry of Agriculture, within 5 working days from the date of application. At the same time, its representatives will check on site the volume of existing grain stocks, livestock, the possibility of production and processing during the next 6 months, the certificate of conformity. The license can be used only by the holder of the license and for the stated purposes; otherwise the license will be canceled by the Ministry of Agriculture. The importer will be able to conclude an import-export contract only after obtaining a license. Transactions on grain imports from Ukraine on the territory of Moldova will be supervised by the Customs Service, which will monitor that the cargo reaches the importer. In general, these processes will be monitored by the Ministry of Agriculture, the Ministry of Economic Development and Digitalization, the State Tax Service, the National Agency for Food Safety and the Customs Service.
