
The government supported the initiative to digitize road transport and increase the tax liability of platforms for ordering taxis and road carriers.
The government at a meeting on Monday gave a positive opinion on amendments to the Road Transport Code and the Code of Contraventions, which propose a number of changes related to the provision of road transport services and the taxi regime. The bill provides that taxi ordering platforms and applications should be legally registered in Moldova. Taxi operators will only allow cars registered in the Register of Motor Transport Operators to these platforms. For proper monitoring, platform owners will quarterly submit to the National Motor Transport Agency a list of vehicles and drivers that have worked at least once during the month. Thus, the regulatory authorities will be able to monitor both the activity of the platforms and the drivers. The cash register equipment of all taxi operators must be connected to the automated information system "Electronic Sales Monitoring". It is also stipulated that the cost of 1 transportation in taxi mode is set by summing up the fares for the distance per flight and / or parking time calculated by the cash register, based on algorithms set in electronic systems / platforms for managing, placing / receiving orders and / or paying taxi transport services. It is expected that this will ensure the responsibility of transport operators for the provision of quality services. It is also proposed to exclude the mandatory physical presence of a certificate of professional skills of drivers - they will be digital, and the validity of this certificate will be increased from 3 to 5 years. At the same time, the amendments establish fines for violation of the above requirements: from 250 to 500 c.u. - for individuals and from 400 to 500 c.u. - for legal entities.
