
The EU will redirect 135 million euros, originally planned for programs with Russia and Belarus, to strengthen cooperation with Moldova and Ukraine.
This decision was made by the European Commission, approving the transfer of funds from the Neighborhood, Development and International Cooperation Instrument, originally planned for the Interreg NEXT programs with Russia and Belarus for 2021-2027, to other Interreg programs with Moldova and Ukraine. European Commissioner for Cohesion and Reform Elisa Ferreira said that the decision to cancel EU funding for the development of cooperation with Russia and Belarus under the Interreg programs is the result of Russia's war against Ukraine. “I am glad that the funds that we initially planned for this cooperation will now go to EU programs with Ukraine and Moldova. This will help strengthen cooperation between EU regions and local interested parties with Ukrainian and Moldovan partners,” she said. In particular, this funding can support a range of activities, including Solidarity Lines and the development of cross-border transport links, healthcare services, educational and research projects, social inclusion schemes, and strengthening the institutional capacity of the state authorities of Moldova and Ukraine. Participation in Interreg programs will also give the two countries the advantage of administrative capacity and experience in managing and implementing EU funds. Following Russia's military aggression against Ukraine, and in line with measures taken by the EU, in March 2022, the European Commission initially suspended cooperation with Russia and its ally Belarus under the Interreg programs. This led to a reallocation of 26 million euros to support cooperation programs with Moldova and Ukraine. The current decision similarly reallocates the remaining funding for 2021-2027.
