Such data were presented at a meeting of the Parliamentary Commission for Economy, Budget and Finance dedicated to the so-called "Patent Reform". Deputy Prime Minister, Minister of Economic Development and Digitalization Dumitru Alaiba said that the authorities had done everything possible to ensure an easy transition of about 4,000 patent holders to the new form of activity. He recalled that until the end of August, patent holders who switched to independent activities of a physical person can benefit from compensation by applying to the Organization for the Entrepreneurship Development (ODA). 35 million lei has been allocated for this purpose. He recalled the advantages of the new form of activity - higher sales limits compared to the trade patent up to 1.2 million lei, lower income tax (1 per cent per year, but at least 3,000 lei), easier reporting and no bookkeeping. Dumitru Alaiba said that in the future, the government will study other possibilities to support individuals with independent entrepreneurial activity, as well as other categories of micro-businesses. During the meeting, the administration of the municipal enterprise Piaţa Centrală said that out of 380 patent holders of the enterprise, about 210 have already switched to independent activity, about 40 have created limited liability companies or individual enterprises, and the rest of the patent holders are still undecided or are in the process of reorganization. At the same time, the patent holders participating in the meeting pointed out the inconvenience of using cash register equipment and a number of difficulties, for example, the lack of instructions on how to act in case of disconnection of the cash register in high or low temperatures. They also noted the high cost of contracts for servicing of cash registers and raised the question of the expediency of concluding a mandatory maintenance contract. Representatives of the State Tax Service, in turn, noted that the tax authorities have never applied penalties for the absence of a contract for maintenance of cash registers, and proposed to abolish this provision from the Code of Offenses. It should be reminded that since July 1, Moldova has prohibited trade on the basis of patents. Patent holders, who switched to independent activity, can request compensation for a part of expenses. The beneficiaries will only be persons who at the end of 2022 held patents for retail trade and who subsequently registered as individuals with independent activity and from January 2023 incurred expenses related to this.
