
The total public debt of Moldova in 2022 increased by more than 16.9 billion lei (+21.7%) and reached a new record high, exceeding 94.66 billion lei.
It should be noted that the previous historical maximum of the total public debt of Moldova amounted to 90 billion 761.2 million lei and was registered at the end of November 2022. According to the Ministry of Finance, in particular, at the end of December 2022, the total public debt of Moldova amounted to 94 billion 660.1 million lei and increased, in comparison with the previous month, by 3 billion 898.8 million lei (+4.3%). At the same time, in general, for 2022, it increased by 16 billion 907.4 million lei (+ 21.7%), since at the end of 2021 the total public debt of Moldova amounted to 77 billion 752.7 million lei. According to the Ministry of Finance of Moldova, the growth of the total public debt in January-December 2022 was due to an increase in both internal and external public debt. In particular, domestic public debt increased by 1 billion 211 million lei (+3.6%) - from 33 billion 281.4 million lei (at the end of December 2021) to 34 billion 492.4 million lei (at the end of December 2022). At the same time, the external public debt in lei over the same period increased by 15 billion 696.4 million lei (+35.3%) - from 44 billion 471.3 million to 60 billion 167.7 million lei. Herewith, the share of internal public debt in the total amount of Moldova's public debt at the end of December 2022 amounted to 36.4% (a month earlier - 36.6%), and the share of external public debt - 63.6% (63.4%). In general, the share of total public debt in GDP at the end of December 2022 is estimated at 34% against 32.1% at the end of 2021. Meanwhile, according to updated data, GDP in 2021 amounted to 242.08 billion lei, and by the end of 2022 it is projected at the level of 278.2 billion lei. The Ministry of Finance noted that at the end of December 2022, the share of public debt payable within 1 year amounted to 27.8% of the total, despite the fact that the Program "Public Debt Management in the Medium Term (2022-2024)" » provides parameters of 20-30%. The share of domestic public debt in the total volume of public debt was 36.4% (previously approved parameters: 35–50%), the share of external public debt in a certain currency in the total volume of external public debt at the end of December 2022 amounted to 39.2% (approved parameters: 20-45%). The share of public debt with a variable interest rate in the total public debt at the end of December 2022 amounted to 47.8% with parameters of 25-45%.
