
The Ministry of Economy organized public consultations on the “economy and entrepreneurship” section of the Government Action Plan for 2023.
As the head of the department Dumitru Alaiba noted, regulation of the business environment, further support for the SME sector, promotion of the country's economic opportunities and digitalization of the economy are among the main goals that were proposed for implementation in 2023. He noted that measures were also planned to improve corporate governance state-owned enterprises / companies with state-owned assets in the authorized capital, intensifying economic cooperation and promoting economic opportunities, developing high-quality infrastructure, strengthening economic diplomacy, etc. Several working groups have been created that are developing legislative initiatives aimed at reducing the bureaucracy and administrative burden on business, simplifying company reporting and streamlining electronic services and developing electronic commerce. Recall, in total, 38 measures are planned to be implemented in the section of economy and entrepreneurship. The Ministry of Economy expects to approve the National Economic Development Strategy and at least 6 sectoral programs: the National Industrialization Program, the Program for the Development of Economic Diplomacy for 2023-2027, the National Program for Promoting Entrepreneurship and Competitiveness, and the Financial Support Program for the Development of Small and Medium Enterprises in the Field of Rural Tourism, Women in Business Support Program, Small Producer Support Program. The system of sanctions in the field of entrepreneurial activity will be revised. There is planned an assessment of the regulatory framework related to abuse by law enforcement agencies, and a package of amendments is being prepared to reduce the risks of law enforcement abuse in relation to the business environment. Procedures for the voluntary liquidation of businesses will be simplified and procedures for the liquidation of enterprises in the process of insolvency will be improved. A package of amendments in the field of consumer protection is being prepared: cooperation between the competent authorities in the field of consumer protection will be developed, it is planned to create a mechanism for out-of-court resolution of disputes in the field of consumer protection. A package of amendments to the Law on Public-Private Partnership will be approved to introduce best practices in this area, eliminate previously identified errors and to implement the recommendations of the Accounts Chamber. In addition, amendments to the Law on Competition, the Law on Entrepreneurship and Enterprises, the Law on the Protection of Trademarks, the development of laws on crowdfunding, on the international business services park, etc. are expected by the end of 2023. The list of permits will be revised in order to reduce the number of supporting documents (extracts, duplicate certificates, etc.), it is planned to revise the prices for the sale of socially significant goods. The capitalization of the Credit Guarantee Fund is planned, the ODA will promote a new product - portfolio guarantees, the regulatory framework for the activities of the Moldovan Enterprise and Economic Growth Fund (FACEM), as well as regulations related to internal trade rules are being prepared.
