According to the document, the revenue part of the state budget next year will amount to 64.8 billion lei (+5.5 billion lei, or an increase of 9.3%, compared with the revised figures for 2022), the expenditure part - 83.19 billion lei (+9.3 billion lei, or an increase of 12.5%), and the deficit - 18.32 billion lei (+25.6%). In the structure of state budget revenues for 2023, the largest share will traditionally fall on taxes and duties - over 56.9 billion lei, or 87.8% (+4.97 billion lei, or + 9.6%). At the same time, it is planned to receive more than 34.1 billion lei from VAT (+4.48 billion lei, or + 15.1%). In the form of grants, the 2023 budget is expected to receive 5 billion 505.3 million lei, which is 19.4% (894.1 million lei) more than the adjusted indicator for 2022 and will amount to 8.5% of the total the amount of income in 2023. Herewith, it is planned to receive grants to support the budget in the amount of 4 billion 322.4 million lei (the equivalent of 186 million euros and $17 million). Next year, budget transfers in the amount of 17.1 billion lei are planned - to the state social insurance budget and 6.8 billion lei - to the compulsory health insurance funds. It is planned to transfer 18.5 billion lei to local budgets, and the fund for financial support of administrative-territorial units will be supplemented with a share of 10% of income tax from entrepreneurial activities received in 2021. The state budget deficit in the amount of more than 18.3 billion lei is planned to be covered mainly by an account of external loans, which are planned to be received on concession terms, at a low interest rate. Next year, allocations are planned for the Energy Vulnerability Reduction Fund (5 billion lei), the National Fund for the Development of Agriculture and Rural Areas - 1.5 billion lei, the National Fund for Regional and Local Development (600 million lei), the Grape and Wine Fund - 40.7 million lei, the National Environment Fund - 175 million lei, to support theaters, circuses, concert organizations - 225.7 million lei, etc. In 2023, funds will be allocated to increase the authorized capital of the National Arena and the Moldovan Railway (67.3 million lei and, accordingly, 363.1 million lei). The government will also allocate almost 67 million lei to increase Moldova's permitted capital in the International Bank for Reconstruction and Development, the International Finance Corporation and the Black Sea Trade and Development Bank. From September 1, 2023, the base rate for calculating the salaries of public sector employees will be 1,900 lei, while it will differ depending on the category of public sector employees. For example, for the president, the speaker of the parliament, the prime minister and deputies, the base rate will be 1,400 lei, and for judges of the Constitutional Court - 3,000 lei.
