The Enterprise Development Organization (ODA) has officially started its work in Moldova.

It was created on the basis of the Organization for the Development of the Sector of Small and Medium Enterprises (ODIMM) and is a government institution, the founder of which is the Ministry of Economy. The organization will support the development of entrepreneurship, provide financial and technical assistance to enterprises, as well as financial and government guarantees. ODA will ensure the effective implementation of ten existing programs as well as new projects, manage financial risks in the issuance of funding and guarantees, and evaluate and monitor the achievements of implemented projects. The total budget of the programs that ODA will implement in 2022 will amount to 338 million lei. Minister of Economy Sergiu Gaibu expressed confidence that the reorganization of ODIMM into ODA will help increase the number of entrepreneurs, jobs and an active workforce, which now makes up only 39% of the total population of the country. In this context, Prime Minister Natalia Gavrilita emphasized that the authorities believe in the country's entrepreneurs and are making efforts to help businesses in difficult times of crisis. In particular, the ODIMM/ODA budget for 2022 was increased from 140 million lei to 340 million lei, and the Loan Guarantee Fund operating under the Organization will amount to 185 million lei. Acting Director of ODIMM/ODA Dumitru Pintea said that the Organization is working on the development of the Fund for Economic Acceleration and Development, the Business Startup Program for All, the Entrepreneurship Education Program, the Lending Program with a grant component for business development, etc. The governing bodies of the ODA are: a director appointed by the Ministry of Economy for 4 years (he will have three deputies) and a Council consisting of seven members appointed for 4 years (two representatives of the Ministry of Economy and the Ministry of Finance and one representative of the Ministry of Agriculture and Food Industry, the Ministry of the Environment, the State Chancellery and civil society/academic environment). The ODA will have a staffing of 118 units (versus 85 in ODIMM). The replenishment of the staff of the institution is justified by the need for effective implementation of existing and new business support programs.
