
Moldova acceded to the Convention on International Carriage by Rail, but will implement it with certain provisos.
In particular, this is provided for by the draft amendments to the law of Moldova's accession to the Convention on International Carriage by Rail (COTIF), adopted by the parliament in the second reading, providing for a number of provisos on behalf of Moldova in implementing the said Convention. In particular, the document mentions that Moldova will join the Convention on International Carriage by Rail, signed in Bern on 9 May 1980, and will apply the unified legal provisions on the contract of international carriage of goods by rail to the entire rail infrastructure with a total length of 1086 km, but with certain provisos. In particular, it will not apply the following annexes: Uniform Rules for the Contract of International Carriage of Passengers by Rail; Regulations for the International Carriage of Dangerous Goods by Rail; Uniform Rules for the Contract of Use of Wagons in International Railway Traffic; Uniform Rules for the Contract of Use of Infrastructure in International Railway Traffic; Uniform Rules for the Approval of Technical Standards and adoption of Uniform Technical Regulations, etc. It is planned that international standards CIV for passenger transportation and CIM for freight transportation will be applied in our country. The main objective of the Convention on International Carriage by Rail (COTIF) is to develop and strengthen cooperation in the field of rail transport by ensuring compliance with international standards (CIV and CIM). Moldova's accession to the aforementioned Convention will lead to increased competition on the routes of transit of goods, will significantly increase the volume of freight traffic and, consequently, the income from these operations. According to the estimates of the authorities, the volume of transit cargoes in our country can increase by 30% annually, which is about 606.3 thousand tons. The Intergovernmental Organization for International Carriage by Rail (OTIF) was founded in 1985. Currently, it includes 50 states of Europe, North Africa and the Middle East.
