This is provided for by the draft amendments to the Law on Free Economic Zones, the Law on Permission to Perform Construction Works and the Code of Contraventions, which were considered at a meeting on Wednesday by the parliamentary commission on economy, budget and finance. The authors of the project propose to supplement the regulatory framework with a new provision, according to which the FEZ administration can transfer the right to superficies, which is a real right to own and use someone else's land for the purpose of building and operating a building or operating an existing structure. These changes will help resolve situations where some economic agents registered in the FEZ face difficulties in obtaining an urban planning certificate and construction authorization. Residents will have the right to develop industrial and technical-construction infrastructure in the FEZ in order to conduct activities provided for by law and/or provide premises for rent to other residents. The ultimate goal of the project is to stimulate the development of investment projects of local and foreign companies registered in the FEZ. The bill must be approved by Parliament. Currently, there are 7 free economic zones in Moldova, which include 38 subzones.
