New measures for the consolidation of agricultural land have been approved in Moldova.

In particular, the Parliament adopted in the second reading the amendments to Article 4. The law on the standard price and procedure for the sale of land, which will facilitate the process of consolidation of agricultural land, facilitate the creation of shelterbelts and prevent soil degradation and erosion, protect farmland and increase their productivity. According to the amendments, in order to facilitate the process of agricultural land consolidation, local authorities will have the right to alienate land plots that are part of the field, occupied by designed but not created forest belts. The sale procedure will be carried out through direct negotiations and at a price not lower than the standard price of the land plot, according to the stipulated tariff. In this case, the procedure will be carried out at the request of the owner of the lands to be consolidated, but only if the technological processes for processing or maintaining adjacent lands are not affected and access roads to other lands are not closed. In the event of the sale of land in accordance with these provisions, the buyer is obliged to ensure the development of a project for organizing the territory of an agricultural holding, which also includes land occupied by designed but not created forest belts, to ensure the planting of anti-erosion forest belts and to carry out hydrological improvement of the land, in accordance with the new project organization of the territory, developed by a public or private person from this area. The deadline for the buyer to fulfill the above obligations will be up to 3 years from the moment the parties conclude the land purchase and sale agreement. Until the fulfillment of obligations, the alienation or encumbrance of the acquired land will be prohibited. Legislative changes will come into force one month after the publication of the law in Monitorul Oficial.
