
The Moldovan government has fulfilled one more condition of the Memorandum of Agreement with the European Union to receive the second tranche of macro-financial assistance in the amount of 50 million euros.
In particular, at a meeting on Friday, the Cabinet of Ministers made a decision to strengthen the capacity of the Center for State Centralized Procurement in Healthcare and improve the procurement process for goods and services for the needs of the healthcare system, which was one of the conditions of the Memorandum of Agreement with the EU on macro-financial assistance for Moldova. Currently, the Center for Public Centralized Procurement in Healthcare is the only institution that deals with centralized procurement for the health care system. According to reports, last year this center carried out 271 procedures for 1 billion 015 million 657 thousand 115.24 lei. The center's commitments exceed its capacity and its capacity needs to be strengthened. The resolution adopted by the government provides for an increase in the staffing table of the Center for State Centralized Procurement in Healthcare from 23 to 30 units. Another change obliges the center to have at least one specialist in the area of competence in which they work, for example: pharmacist, bioengineer, engineer, information technology, accounting, economics and law, which will directly contribute to the implementation of high-quality and efficient procurement procedures, reduce the number of complaints and disputes in which the center is involved. Another amendment approved by the Cabinet of Ministers provides for the introduction of the post of Deputy Director of the Center for State Centralized Procurement in Healthcare, which has not been enshrined in legislation. As the head of Ministry of Health Ala Nemerenco noted, this function is important for the good functioning of the center, since monitoring of internal mechanisms to achieve effective and timely procurement procedures will be entrusted, among other things, to the deputy director, who will also act as director in his absence. In addition, it is planned to train the staff of the Center for centralized public procurement in health care, as well as provide health care institutions with the necessary methodological support for planning, assessing and collecting needs for goods and services.
