
NAER explained the recent rise in retail prices for petroleum products by the increase in their value on the international market, but requested information from operators to verify it.
In particular, in the context of the recent increase in retail fuel prices by some companies, the National Agency for Energy Regulation made a number of clarifications. In particular, the energy regulator stated that the decision made by NAER on Friday, July 16, does not concern the margin on retail sales of fuel and, therefore, cannot affect the growth of retail prices for fuel at filling stations. Analyzing the international market of oil products, NAER stated that in the period from 1 to 16 July Platts' average quotes increased by 567.85 lei per ton of gasoline, by 209.6 lei per ton of diesel fuel and by 991.89 lei per ton of liquefied gas, which directly affects the final price set by the operators. NAER recalled that in accordance with the Methodology for the Calculation and Application of Prices for Petroleum Products, the price of each sold consignment of fuel is set by each economic operator at a level that cannot exceed its maximum price, which is determined based on the average value of average Platts quotes and the average official exchange rate of the national currency 14 days before the day of import. As each batch of petroleum products is fully sold, the price for each batch is set based on its maximum initial price, in chronological order. To determine the maximum prices by each operator, NAER publishes on its official website the average price of Platts quotes and the average exchange rates of the national currency for the previous 14 days on a daily basis. At the same time, in order to exclude possible violations of the Methodology for calculating and applying prices for petroleum products, the Agency asked the operators who raised the prices to urgently submit the relevant information for verification. The energy regulator stressed that, in accordance with the provisions of Art. 14 clause (2) of the Law on the transparency of the decision-making process, NAER informs that the resolution of the NAER Administrative Council dated July 16, 2021 on amending its resolution dated June 14, 2021 was approved urgently due to the regional crisis in the oil products market and the need to provide fuel to the agricultural sector, transport companies and retail market participants who do not have a license to import these products.// 19.07.2021- InfoMarket.
