
The newly elected Moldovan Parliament will hold its constituent meeting within 30 days after the July 11 elections.
The press service of the highest legislative body reported this, recalling that, according to Art. 63 of the Constitution, the new Parliament is convened by the President of Moldova no later than 30 days after the elections. From the day of the founding meeting, the Parliament is considered legally formed. According to the Parliament's Rules of Procedure, the constituent session of the new Parliament is chaired by the oldest MP. The chairperson of the session gives the floor to the Chairman of the Constitutional Court to report on the results of the parliamentary elections and the acknowledgement of the elected MPs’ mandates. Parliamentary factions are created within 10 days after the legal formation of the Parliament. Parliamentary factions consist of at least 5 elected MPs. After the legal formation of the Parliament, the chairperson of the parliament (Parliament Speaker) and his MPs are elected and a Permanent Bureau is formed. To elect the Parliament Speaker, the legislature, at the suggestion of parliamentary factions, creates a commission. The Parliament Speaker is elected for Parliament’s term of office by secret ballot. The Deputy Chairpersons of the Parliament are elected on the proposal of the Parliament Speaker after consultation with parliamentary factions by an open majority vote. The Permanent Parliamentary Bureau is its working body and is formed taking into account the proportional representation of factions in Parliament. It consists of the Parliament Speaker and his deputies. The chairpersons, deputy chairpersons, secretaries, members and deputy members of the standing committees are elected by the Parliament by a majority of the elected MPs.
