The Public Property Agency proposed changes to the government decree on amending the Law on the Management of Public Property and its Denationalization. It is proposed to include a number of state assets in the List of State Property Subjects subject to privatization, including minority stakes in the insurance company Auto-Siguranta - 1,020 shares (the state's share is 0.57%) and in Moldindconbank - 864 shares (0.017%). These shares became the property of the state as a result of a free transfer from the State Administration of Roads on the basis of the Law on State and Municipal Enterprises. In addition, it is proposed to put up 5 state-owned enterprises for privatization: the publishing and printing company Știința, the publishing house Lumina, the Scientific, methodological and publishing center Univers-Pedagogic, the State Enterprise Temelia-MC and the agricultural state-owned enterprise Serele din Chisinău (all located in Chisinau municipality). As noted in the explanatory note to the project, these 5 enterprises receive insignificant financial results. For example, in 2020 they transferred part of their net profit (50%) to the state budget in the amount of only 194.5 thousand lei. At the same time, their development requires significant resources, including for the repair of premises, the modernization of fixed assets, the purchase of high-quality materials, the payment of debts to employees, the state budget and other economic agents. These businesses will be put up for sale in a commercial or investment competition. If the project is adopted, technical specifications will be developed, minimum post-privatization requirements, socio-economic goals will be established. The Public Property Agency believes that if the enterprises fail to sell, their assets will degrade, and their activities will remain ineffective. In addition, the Public Property Agency proposes to include a number of new real estate objects in the list of objects to be privatized and to correct data on some other objects. For example, a 4-storey industrial building located on the Yuri Gagarin street in Chisinau with a total area of 1992 sq. m will be sold together with the adjacent plot of 0.2537 hectares. It is proposed to exclude previously privatized objects from the list of objects subject to privatization, and objects in the documentation of which were inaccurate.
