Since July 1, Moldova is applying a new Pricing Methodology for petroleum products.

The new Methodology, approved by the ANRE decree, was published in Monitorul Oficial (the Official Journal of Moldova). It regulates the formation of sales prices for the main types of petroleum products and liquefied gas. According to the document, from July 1, economic agents will set the maximum sales prices for the main types of oil products and liquefied gas, calculating them for 1 liter, according to the formula approved by ANRE, separately for each type of imported petroleum products and each batch of imported petroleum products. When calculating the maximum retail prices, the following indicators will be taken into consideration: average quotes of Platt's FOB Med or FOB Ex-Refinery / Storage (Italy) for the last 14 days; margin for retail / wholesale sales of petroleum products, set every six months by ANRE; VAT and excise rates; the official average exchange rate of the MDL against the USD, set by the National Bank for 14 days preceding the import; the average density of each type of oil products. According to the ANRE decree, for the second half of 2021, the following margins were approved for the wholesale and retail sales of the main types of petroleum products and liquefied gas: for gasoline and diesel fuel - 1142.18 lei / ton, for liquefied gas - 451.58 lei / ton. It is stipulated that every working day, before 12:00, ANRE will publish on its website the indicators obtained from the approved formula for each individual oil product. These figures will be used to calculate the maximum price level for each batch imported the next day, starting at 00:01 hours. The ANRE decree states that petroleum products in stock as of July 1 will be considered one batch, and the maximum prices for them are to be determined based on the average value of average quotations for each type of product on the corresponding day. As a reminder, the new Pricing Methodology was elaborated and approved in the context of the amendments made to the Law on the Petroleum Products Market, which were published on May 14. It should be noted that large companies that previously provided discounts to their customers, depending on the purchased volumes of fuel, warned buyers about the changes. Some canceled the discounts completely, some reduced them, referring to the provisions of standard agreements providing for the possibility of changing the terms of sale unilaterally in connection with the changed conditions for the supply of fuel to the Moldovan market. According to the InfoMarket agency, so far the amount of discounts for large fuel consumers has reached 10-11% of the price displayed on the gas station panels.
