
The Ministry of Finance of Moldova will implement joint projects with civil society to increase transparency, integrity and efficiency of public procurement.
As noted in the message of the financial department, public procurement is one of the priority areas of the government, which contributes to the development of economic and social infrastructure, the provision of public services and increased confidence in government agencies. In this regard, the Ministry of Finance announced its openness and interest in cooperation with civil society initiatives to launch joint projects in order to increase transparency, integrity and efficiency of public procurement in Moldova. In particular, it refers to the opportunity to provide support and cooperation in the preparation and implementation of projects within the Lift program of the international organization Open Contracting Partnership. The Ministry of Finance notes that the key objectives of the public procurement reform are to increase confidence in public procurement, professionalize the sector, ensure equal access and proper attitude to the private sector, as well as ensure public access to information on public procurement by applying the principle of “everyone sees everyone”. Within the framework of the strategy developed for the reform of public procurement in Moldova, the Ministry of Finance is ready to support initiatives aimed at increasing transparency, integrity and efficiency of public procurement in Moldova, which include the following priorities: 1. providing access to information on public procurement for the general public and civil society through the implementation of the Standard open data contracts (OCDS standard), increasing the transparency of contracts; 2. developing effective control mechanisms, including systems for identifying risk indicators in public procurement, with the integration of tools and best practices to detect and prevent fraud and corruption; 3. combating corruption by increasing the use of electronic means for procurement procedures and preventing corruption at all stages of the public procurement process, from planning to concluding a public procurement agreement; 4. introduction of an evaluation and monitoring system, which will include all stages of the procurement process, including the full execution of the concluded contract; 5.to improve the use of centralized procurement and start piloting them to introduce standard specifications that allow for fast, simple and efficient procurement by central and local authorities, with a focus on the following procurement objects: IT, medicines, roads, food, air tickets, etc. .; 6. increasing the competence of buyers and suppliers. Open Contracting Lift is a program designed to help procurement reform teams develop their ideas and bring about systemic change in a world still suffering from the financial, social and personal consequences of COVID-19. The program provides technical support for 18 months to help selected teams apply the approaches and skills needed to plan, implement, and more effectively support of public procurement reforms.
