Speaking at the TAXCON conference in Chisinau, former Secretary of State of the Ministry of Finance of Romania, President of the Chamber of Tax Advisers of Romania Dan Manolescu noted that one aspect of harmonization is related to the mechanisms, and the other – to the minimum level of various categories of taxes. There are certain mechanisms that must be harmonized at the time of the country's accession to the European Union in order to comply with the EU mechanisms. The rules must be similar and compatible. As for excise duties, there is a possibility of negotiations at the time of accession, and Romania achieved them at the time. Each state must establish an initial quota, and the deadline for achieving the minimum European quota is a subject of negotiations, and it is necessary to discuss whether it makes sense to postpone its implementation so as not to cause market shocks. An example is the taxation of tobacco products, where there is a risk of smuggling.
