
Combating the shadow economy and reducing the VAT gap is an important goal for Moldova - TAXCON -2025
This was stated at the TaxCon conference in Chisinau by Alin Marius Andrieș, professor at the Alexandru Ioan Cuza University of Iasi and former Secretary of State of the Ministry of Finance of Romania. He noted that Moldova is faced with limited budget resources and the need to modernize the tax system. One of the main challenges remains the high level of the shadow economy, which reduces budget revenues and hinders the country's development. According to him, in order to cope with this problem, it is important for Moldova to use the experience of neighboring countries and implement modern tax control mechanisms. Telling how Romania went through this path, he noted that in 2019 the country found itself in a situation of excessive budget deficit and became the only EU country under the special procedure of the European Union. One of the main problems was the VAT gap, which in 2022 reached 30% of potential revenues - one of the highest rates in Europe. To change the situation, the Romanian government launched a large-scale tax reform. It included digitalization of processes, increased transparency and revision of tax administration methods. As a result, it was possible to improve tax collection, reduce the level of evasion and strengthen the country's financial system. The expert noted that this experience is especially valuable for Moldova. "Transparency and technological efficiency of the tax system are the key to development and increased business confidence.
