The Ministry of Finance proposes to adjust excise tax rates for tobacco sticks and tobacco heating tanks, electronic cigarettes and accessories for 2025 and 2026.
According to the draft fiscal policy, tobacco sticks for tobacco heating devices are proposed to be taxed at a lower rate of 1,377.96 lei per 1 thousand pieces in 2025 instead of the previously approved rate of 1,450.48 lei, and in 2025 - 1515.75 lei instead of 1595.53 lei per 1 thousand pieces. Cartridges and sticks for electronic cigarettes, including disposable electronic cigarettes, as well as reserve vials containing nicotine for cartridges and electronic cigarettes, on the contrary, are proposed to be taxed at a higher rate than previously planned: in 2025 - 3107.96 lei instead of 2959.96 lei, and in 2026 - 3418.76 lei instead of 3255.96 lei. Other changes in the excise policy for tobacco products are not envisaged in the draft law.
