
In Moldova, the entry into force of the mechanism for providing guarantees by economic agents operating in active processing mode has been delayed for 3 years.
This is provided for by the corresponding amendments to the Law on Customs Tariffs, which Parliament adopted in the second reading. The guarantee is an instrument used in all EU countries, which establishes that an economic agent who processes customer-owned raw materials to increase their added value without paying import duties, pays a certain amount as a guarantee when importing raw materials, and receives this amount back if the company will fulfill all customs and tax obligations. “We have decided to extend the transition period, following the example of other EU countries, which delayed the entry into force of this mechanism for 3 years after its approval, in order to give more time to economic agents to adapt, as well as to the state to create financial instruments to facilitate the payment of these guarantees.
