
Legislative changes in the fiscal and customs policy for 2023 are published in Monitorul Oficial (the Official Journal of Moldova).
The law contains a number of measures that will contribute to creating better conditions for economic development, among which: introduction of zero profit tax rate for micro, small and medium-sized enterprises, in case of undistributed net profit related to fiscal years 2023-2025; accelerated depreciation of investments for big enterprises; implementation of the concept of VAT refund for the accumulated amount from January 1, 2023; reverse charge of VAT on imported services. New measures are introduced to increase revenues of local public administration authorities, in particular of town halls, including through redistribution of some taxes. Starting from the New Year, the ceiling values of food coupons will be raised from 35 to 55 lei and from 55 to 70 lei, and the ceiling values of fixed assets, on which the depreciation for tax purposes is accrued, will be raised from 6,000 to 12,000 lei. From the New Year the income allowed to individuals from independent activities will increase from 600 thousand to 1.2 million lei. At the same time, the procedure for reporting and payment of tax for this type of activity has been clarified. The rate of income tax withheld by banks, savings and loans associations and corporate securities issuers from the interest paid to resident individuals was increased. Excise taxes on tobacco and similar products as well as strong alcohol will increase. Special rules for complying with the arm's-length principle when setting the transfer price are introduced. At the same time, the term of trade on the basis of a patent will be extended till July 1, 2023, and 100% of revenues from the road toll will be transferred to local budgets in the form of general-purpose transfers. There are amendments to the Law on the Single Payroll System in the Public Sector. Thus, the minimum wage of public sector employees will increase from 3,500 to 4,000 lei. // 30.12.2022 - InfoMarket
