
The Parliament of Moldova adopted in the second reading the draft law on the VAT refund program for agricultural producers.
This document was developed in order to reduce the negative impact on economic agents in the field of agriculture and the food industry caused by natural disasters, rising prices for raw materials, disruption of supply chains as a result of the war in Ukraine, and the Russian embargo on plant products from Moldova. It is agreed that the state will refund VAT to agricultural producers to cover their debts on many types of taxes, duties and fees. It should be noted that on the accounts of economic agents from the agricultural sector, significant amounts were formed due to differences in the amount of VAT. Accordingly, the bill provides for the launch of the VAT Reimbursement Program from the taxpayer's account to pay taxes and fees due to the state. It is planned that the beneficiaries of this program will be enterprises that in 2022 were engaged in at least 95% of the activities provided for in groups 01.1–01.6 of the Classifier of Economic Activities of Moldova, as well as enterprises that suffered losses as a result of the embargo imposed by Russia on the import of fruits and vegetables from Moldova, who will submit proof of ownership or use of perennial plantations and a certificate issued by the local public authorities regarding crops.
