In particular, the CoES approved earlier amendments to the Law on the State Budget for 2022 in order to allocate funds to Energocom to increase its authorized capital by changing the balance of funds in the state budget accounts. Thus, the decision of the CoES of September 15 provided for the allocation of funds to increase the authorized capital of Energocom in the amount of 200 million lei; from September 29 - in the amount of 511 million lei; dated October 19 - in the amount of 1 billion 050 million lei. The decision of the Commission for Emergency Situations on November 11 provided for an increase in the authorized capital of Energocom by 4 billion lei and an increase in re-crediting of Energocom from projects financed from external sources by 3 billion lei. As a result, the state budget deficit for this year will be reduced by 2.65 billion lei (-15.4%) - to 14.6 billion lei. The sources of financing the state budget deficit will be reduced by a total of 2.65 billion lei, including: 4 billion lei will be an increase in shares and other forms of capital participation within the country (reflected in the budget with a minus sign); 3 billion lei will be an increase in loans recredited to non-financial institutions for refinancing Energocom within the framework of the project "Security of natural gas supply in Moldova" (reflected in the budget with a minus sign); 3 billion lei will be an increase in income from external loans for projects financed from external sources; 1.35 billion lei will be a change in balances cash n and state budget accounts.
