Outdated IT systems, imperfect registry of taxpayers, lack of automated data exchange on risk management are the weaknesses of the tax administration system of Moldova.

Such conclusions were made at the end of a mission to assess the tax administration system in Moldova, using TADAT (Tax Administration Diagnostic Assessment) - a tool designed to provide an objective, standardized assessment of the efficiency of the tax administration system in the country according to the methodology developed by IMF, WB, European Commission and EU countries. The assessment was conducted from September 19 through October 4 by the IMF team of external experts led by Enriko Aav. The goal of the mission was to assess the key components of the tax administration and to identify the necessary reforms and priorities that needed attention. At the end of the mission, a report was written outlining the strengths and weaknesses of the tax administration system in Moldova in the context of international best practices. Among the weaknesses of tax administration, the experts named outdated IT systems that do not provide the functionality required for modern tax administration; inadequate taxpayer register and this register’s too much dependence on other authorities; lack of automated data exchange for risk management, etc. The strengths of tax administration include quality service delivery through the website; special attention to reducing taxpayer compliance costs; well-developed processes in institutional risk management and sustainability planning; widespread use of electronic payments and increased electronic reporting, etc. At the same time, the experts noted the multi-year initiatives of the State Tax Service to develop and improve the processes and procedures of tax administration.
