
Moldovan citizens who return to live in the country after a long absence can import one car into the country without paying import duties.
On October 1, the Regulation on the Procedure of exemption from import duties for individuals returning to live in Moldova, approved by the Order of the Customs Service, took effect. It establishes the procedure for application for exemption from import duties and the declaration of beneficiary's own responsibility for such benefits, as well as all the related documents. Let us remind that the right to enjoy such benefits for representatives of migrant workers and the Diaspora was granted by legislative amendments made in the summer of 2022. They can bring into Moldova without paying import duties one motor vehicle with an engine capacity of up to 2 thousand cubic meters, with an operating life of up to 9 years and a customs value of not more than 400 thousand lei. The vehicle must be without defects and intended solely for personal use. The right of privileged import is granted to adult citizens of Moldova, who have a permanent or temporary residence permit outside the territory of Moldova, issued by the authorities of a foreign country and who can prove the payment of taxes and fees for the state where they are, and also have a driving license. Persons who have been outside the territory of Moldova for at least 36 months in total during the last 48 months since the date of application can benefit from the privileged import. An individual may request and receive import exemption only once and only for one transport unit. Within 15 working days from the date of application registration, the Customs Service will verify if the applicant meets the relevant conditions established by law and will inform about the decision on the submitted application. Also, such citizens may bring into Moldova items of personal use, provided that they are not imported for commercial purposes. Currently, a draft government decree is being prepared to approve a list of items of personal use allowed to be imported without payment of import duties. According to the draft, duty-free import will be allowed as follows: 3 pairs of leather and 1 pair of fur shoes, as well as up to 10 pairs of other shoes, up to 6 pieces of clothing, 20 kg of underwear and kitchenware, up to 10 kg of curtains, no more than 15 pieces of jewelry made of precious metals and stones, including gold and silver, Not more than 2 stoves/oven, and one piece of computer or household equipment (refrigerator/freezer, laptop, coffee machine, TV, video camera), one electric scooter, bicycle, 2 baby carriages, 4 pairs of glasses, etc. The project must be approved by the government. // 03.10.2022 - InfoMarket.
