Victoria Belous, who was sworn in as Minister of Finance in Vasily Tofan’s government, stated that she is returning to the ministry with confidence in her team’s professionalism and with the conviction that together they will continue to implement the necessary reforms to modernize the public finance system and support Moldova’s European path. Victoria Belous has a law degree and also holds a master’s degree in public administration. Her professional career has been focused on the tax system: since 2007, she has worked at the General State Tax Inspectorate, where she rose through the ranks from tax inspector to head of the legal support and litigation departments. From 2017 to 2020, she headed the Legal Department of the State Tax Service; from 2021 to 2022, she led the Main Directorate for Combating Fraud; and subsequently served as deputy director of the State Tax Service. In August 2024, Victoria Belous was appointed Minister of Finance, and following the parliamentary elections in the fall of 2025, she became a member of parliament. According to her declaration of income and personal interests, in 2025, Victoria Belous reported income totaling more than 820,000 lei. The largest portion of her income came from the Ministry of Finance: her salary and compensation for unused vacation time totaled 464,970 lei, and she received an additional 54,800 lei in per diem allowances. After being elected to Parliament, Victoria Belous received 27,800 lei in salary and 48,200 lei in parliamentary allowances. She also declared: income totaling 151,500 lei in the form of royalties for publications in Monitorul Fiscal FISC.md, reimbursement for travel expenses from UNDP (41,900 lei), a one-time child-care allowance (approximately 12,000 lei), an advance payment under a preliminary contract (7,000 lei), accrued vacation pay from the State Tax Service (6,100 lei), and 920 euros in per diem from the Black Sea Trade and Development Bank. Victoria Belous’s husband’s income includes proceeds from real estate rentals, preliminary contracts, social benefits, and interest on a bank deposit—his total income amounts to approximately 675,000 lei. The Belous family owns four land plots, a commercial space measuring 258 square meters, a residential building under construction (2.1 million lei), as well as a mixed-use building with an area of 767 square meters, scheduled to be completed in 2025 (7.2 million lei). The family also owns two cars: a 2017 Kia Carnival worth 20,000 euros and a 2018 Peugeot worth 200,000 lei, purchased in 2023 and 2024, respectively. At the same time, Victoria Belous and her husband declared, as of the end of 2025, loan obligations totaling approximately 4.8 million lei, including a 4 million lei mortgage taken out in 2025 with a maturity date of 2042, as well as three interest-free loans of 215,000, 300,000, and 250,000 lei, respectively, taken out from one legal entity and two individuals.
