These funds will be provided by the International Bank for Reconstruction and Development, a member of the World Bank Group. The Parliamentary Committee on Foreign Policy has approved the start of negotiations on the terms of the loan. The work will be carried out as part of the "Revolving Energy Efficiency Mechanism in Moldova – MEERM" (Mecanismul de Eficiență Energetică Revolving din Moldova), implemented by the Ministry of Energy through the National Center for Sustainable Energy, which will select buildings based on specific selection criteria. The project includes two components: reducing energy consumption in public buildings and establishing an energy efficiency fund. The fund will allow investments to be recouped through savings on the beneficiaries' electricity bills, and the freed-up funds will be reinvested in further energy efficiency measures. Initially, the mechanism will operate under a traditional contract model, with the option to transition to a Super-ESCO model at a later stage. According to estimates, the project will yield energy savings of at least 20% for each modernized building and will contribute to an annual reduction in carbon dioxide emissions of approximately 6,500 metric tons.
