According to the bill, the revenue side of the 2026 state budget will be increased by 600.5 million lei (+0.8%)—from 79.674 billion to 80.2745 billion lei, while the expenditure side will increase by 2,772.3 million lei (+2.8%)—from 100,574 million to 103,346.3 million lei. As a result, the state budget deficit for 2026 will increase by 2,171.8 million lei (+1.1%) — from 20.9 billion to 23 billion 071.8 million lei, which will amount to approximately 5.95% of GDP. According to the proposed changes, public sector employees with an average monthly income of up to 20,000 lei will receive a one-time payment of up to 4,000 lei. The state budget will allocate 560 million lei for this purpose. Thus, teachers will receive a one-time payment of 4,000 lei. For employees in the fields of national defense, public order, healthcare, culture, sports, local government, and justice, the financial support will amount to 3,000 lei, while technical staff, security guards, cooks, and support staff will receive a one-time payment of 2,000 lei. In addition to the funds allocated to support public sector employees, transfers to the state social security budget will also increase by 1.67 billion lei, of which 550 million lei are earmarked for providing energy compensation in the form of cash payments. Additional funds will also be allocated to the National Fund for Regional and Local Development, which will be increased by 1 billion lei, to complete major infrastructure projects. The Road Fund will be increased by 300 million lei. Expenditures to cover payroll costs in state-funded institutions and in educational institutions administered by local governments will also increase. Conversely, expenditures related to projects funded from external sources will be reduced by approximately 959.8 million lei. The draft amendments to the Law on the State Budget for 2026 and the provision of exceptional one-time payments will be submitted to Parliament for consideration in the second reading.
