Iuri Cicibaba, Managing Partner at Forvis Mazars Moldova, presented the legal and accounting aspects of implementing the Vacation Voucher Program. The launch of the program marks an important step in supporting domestic tourism and strengthening the partnership between government authorities, the business community, and the hospitality industry. A vacation voucher is a travel package or card with a face value, issued in electronic form and/or on paper by an authorized operator, deposited into a designated account and provided by the employer to the employee to cover expenses incurred at tourist accommodation facilities in rural areas of Moldova. Recipients of vacation vouchers will be reimbursed for expenses incurred up to an annual amount of 50% of the national average monthly wage. These funds will not be subject to taxation for either the employer or the employee, provided the value of the voucher does not exceed 8,700 lei. Vacation vouchers may be provided to employees both at their primary place of employment and at secondary jobs. The terms of provision will be determined by the employer in its internal regulations, and priority will be given to employees who have demonstrated higher performance and have not previously taken advantage of this benefit. Vacation vouchers may be used exclusively at accommodations located in rural areas and do not apply to balneoclimateric resorts.
