Macroeconomics
Local budget revenues in H1 increased by 11.1% to 17.97 billion lei. Own-source revenues amounted to 5.33 billion lei, or 29.6%, while transfers from the state budget totaled 12.64 billion lei, or 70.4% of revenues.
Energy and Resources
For August 4, from 9:00 p.m. to 11:00 p.m., the authorities forecast an electricity shortfall of 130 MWh: 74 MWh in the first hour and 56 MWh in the second. Moldelectrica planned to use more expensive emergency supplies from neighboring countries to reduce the risk of outages.
Moldelectrica must set the available capacity for commercial electricity exports at zero every day from 6:00 p.m. to 10:00 p.m. Energy-intensive enterprises have been instructed to shift the operation of high-power equipment outside the peak periods of 6:00-9:00 a.m. and 6:00-11:00 p.m.
The authorities are developing a loan guarantee instrument for battery energy storage systems and expect to approve it in early September. Existing storage systems have a total capacity of about 150 MWh - less than 10% of peak demand; by year-end, capacity could increase more than fourfold through approximately 150 million euros in private investment.
Withdrawal of water from the Dniester for direct irrigation and storage reservoirs is permitted only from 9:00 p.m. to 6:00 a.m., while industrial enterprises outside the food, medical and public-health sectors must reduce water consumption by at least 20%. The use of drinking water for street cleaning and filling swimming pools is prohibited.
Foreign Economic Relations and Trade
China has expressed readiness to help expand access for Moldovan agricultural products to its market; Moldova is seeking to expedite the phytosanitary protocol for honey exports and conclude an agreement on mutual administrative assistance in customs matters. The country will be represented by a national pavilion for the first time at the China International Import Expo.
Government Regulation
In August, the State Tax Service will conduct unannounced inspections in sectors with a high risk of violations: online trade, retail, HoReCa, markets, the sale of beverages and tobacco, physical rehabilitation services, and passenger transport, including taxis. Inspectors will check cash-register receipts, income reporting, cash-register equipment, and the origin of goods.
ANRE raised Apă-Canal Chișinău's drinking water tariff by 8%, from 12.99 to 14.03 lei per cubic meter. The sewerage tariff for non-household customers remains at 10.16 lei, while the industrial water tariff was reduced by 37.4% to 7.66 lei per cubic meter.
Investment and Projects
The government plans to allocate 6.50 billion lei to modernize localities that voluntarily merge. The package includes 400,000-1 million lei for project documentation, 3,000 lei per resident starting in 2027, and 500,000-2 million lei annually for transition costs in 2028-2030.
A tender has been announced for repairs to two sections of the R20 Orhei-Rezina-Rîbnița road, with a combined length of 7 km and an estimated value of 11.49 million lei excluding VAT. Applications are accepted until August 21; the work must be completed within 3 months.
Banking and Finance
Transactions made with cards issued in Moldova increased by 15% in H1, to 113.11 billion lei. Cashless payments rose by 22.2% to 59.84 billion lei, exceeding cash withdrawals of 53.27 billion lei.
By June 30, Banca de Economii, Banca Socială and Unibank had repaid the state 2.95 billion lei of the 14.10 billion lei in urgent loans from the NBM; the amount was unchanged over the month. Funds recovered by the banks themselves reached 3.10 billion lei.
Industry
The draft plan proposes allocating 7.20 billion lei to industrial development in 2027-2028: 4 billion lei for regional state aid with at least 40 agreements, and 1 billion lei each for research and innovation and ODA instruments for the manufacturing sector. It also envisages two industrial platforms, two industrial parks and 300 million lei for infrastructure at four industrial parks.
Agriculture
In H1, AIPA approved 1.36 billion lei in subsidies across 3,152 applications - about 60% of the annual fund. As of July 1, 928.59 million lei remained available.
Under the FCA program, 700 agricultural enterprises have received preferential loans totaling 596.45 million lei since March 2025 at an annual interest rate of 5.1%, as well as 61.02 million lei in grants. The maximum loan is 5 million lei, and the grant component can reach 30%.
Business and Companies
AI is used extensively or partially by 78% of surveyed Moldova Innovation Technology Park residents, and for 31% it is the primary technology vertical. A total of 84% of companies are focused on foreign markets, while 82% are interested in further international expansion.
Mileștii Mici's net profit in 2025 increased by 73.1% to 18.13 million lei, while sales rose by 25.6% to 77.69 million lei. EBITDA increased by 59.6% to 23.29 million lei.
Social Economy
State social security budget revenues in H1 totaled 27.52 billion lei (+3.8%), expenditures 26.26 billion lei (+5.2%), and the surplus 1.35 billion lei. The Mandatory Health Insurance Fund received 7.33 billion lei (+6.5%), with expenditures of 9.22 billion lei (+10.7%) and a deficit of 1.89 billion lei.
When temperatures exceed +30°C, employers must provide employees with 2-4 liters of water per shift free of charge and take measures to prevent overheating. Occupational health and safety violations are punishable by fines of 100-200 conventional units for officials and 250-400 conventional units for legal entities.
