At its meeting on September 30, the government approved the 2027–2028 Action Plan for the implementation of the National Industrial Development Program. It includes 45 measures across six areas, some of which will continue unfinished initiatives from 2024 to 2026, including equipping testing laboratories and vocational and technical education institutions, creating multifunctional industrial platforms, and developing industrial clusters. New measures include the establishment of a program coordination committee and the Business Infrastructure and Competitiveness Development Fund under the management of the Entrepreneurship Development Organization, the expansion of state aid schemes, the launch of a separate program to support research, development, and innovation, and a "financing fund" mechanism for innovative industrial enterprises. There are also plans to expand support programs for small and medium-sized enterprises and to enhance the competitiveness of local manufacturers, attract strategic investors, develop dual-track education in engineering and industrial fields, and promote energy efficiency and the implementation of ISO 50001 and ISO 14001 standards. The total cost of implementing the measures outlined in the action plan is estimated at 3.43 billion lei. Of this amount, approximately 2.2 billion lei are planned to be allocated from the state budget, 0.2 billion lei are to be raised through foreign aid, and sources to cover an additional 1 billion lei are to be determined as part of the annual budget process or through additional foreign support. The bulk of the expenditures is related to the regional state aid scheme for investments, financial support for enterprises, the development of business infrastructure, and research and innovation tools. According to the 2025 report, the current industrial development plan has been 82.6% completed; under the regional state aid scheme, 20 agreements were signed for projected investments exceeding 2 billion lei, three new industrial park statuses were granted, and the TechZone training center was opened in the Bălți Free Economic Zone. // 30.09.2026 — InfoMarket.
