
In January-September 2023, Moldova received external loans and grants worth 255.1 million euros (7.54 billion lei) to support the budget.
This is stated in the materials of the Ministry of Finance on obtaining external loans/grants to support the state budget for 9 months of 2023. At the same time, the amount of loans was equivalent to 4 billion 873.15 million lei, and grants - 2 billion 673.64 million lei. As noted in the Ministry of Finance, in particular, in the first quarter of 2023, Moldova received loans and grants for 26.27 million euros, which is equivalent to 824.49 million lei, in the second quarter - for 136.61 million euros (2 billion 714.8 million lei), and in the third quarter - for 92.24 million euros and $122.7 million (4 billion 007.43 million lei). Thus, as part of the new program with the IMF, Moldova received on January 11 this year a loan under the Extended Financing Facility (EFF) in the amount of 13.93 million euros (equivalent to 287.07 million lei) and a loan under the Extended Credit Facility (ECF) in the amount of 11.92 million euros (equivalent to 245.78 million lei). Herewith, on March 17, Moldova received from the UN Development Program (contribution of Switzerland and Sweden to the Energy Vulnerability Reduction Fund) a grant of 283.29 million lei in equivalent and from the Czech government (contribution to the Energy Vulnerability Reduction Fund) a grant of 419.48 thousand euros (equivalent to 8.34 million lei). Meanwhile, in the second quarter, within the framework of a new program with the IMF, Moldova received on April 28 this year a loan under the Extended Financing Facility (EFF) in the amount of 63.53 million euros (1 billion 264.09 million lei) and a loan under the Extended Credit Facility (ECF) in the amount of 23.32 million euros (463.98 million lei). At the same time, from the European Union, as part of a new package of macro-financial assistance, Moldova received a grant of 10 million euros (199.72 million lei) on April 5, a loan of 39.76 million euros (782.32 million lei) on May 3, and 31 May - a loan in an amount equivalent to 4.75 million lei. Herewith, in the third quarter, Moldova received on July 17 from the International Development Association (IDA) a loan of 136.39 thousand euros (2 million 763.68 thousand lei) for the tax administration modernization project (TAMP), and on July 26 - a grant of $34.3 million (604.4 million lei) from the International Bank for Reconstruction and Development within the framework of the program “Moldova, emergency measures, sustainability and competitiveness.
