Moldova will create an information system for the management of state financial guarantees.
The Ministry of Economic Development and Digitalization has developed and submitted for public consultations a draft resolution on the approval of the concept of an information system for managing financial guarantees for loans and the Regulations on the procedure for maintaining an information resource formed by the new information system. The project was developed in order to automate the processes of issuing financial guarantees; providing SMEs with an information tool to reduce the time spent, reduce the risk of falsification or distortion of primary information provided by applicants in the process of requesting financial guarantees; reducing the time for analyzing the issuance of financial guarantees and the costs incurred by the parties by switching to electronic documents and electronic document management; reduction of errors made when filling out forms and required documents when requesting financial guarantees, as a result of automatically obtaining data from external reliable sources, etc. The information system will be managed by the Business Development Organization (ODA). The new system will work in interoperability mode and will be able to interact with other information systems. The information system will be owned by the ODA. ODA and creditors will be able to register data in the system, and data providers will be individuals or legal entities that provide data related to the information objects of the system. The technical solution for the creation of the system will be developed with the support of the Competitiveness Improvement Project, financed by the World Bank, 2.6 million lei will be allocated for these purposes. For the first two years, the information system will be supported by donor funds, and in subsequent years, the costs will amount to about 130 thousand lei.
