This is stipulated by a decision that the parliament adopted following parliamentary hearings on the progress of actions to recover the financial means stolen from the banking system - the evolution of the so-called "billion theft" case. The document was drafted by the faction of the Bloc of Communists and Socialists. It stipulates that, respectively, these institutions will present to the Parliament within 3 months the actions taken to recover damages from the bank fraud and follow-up actions to improve the recovery process. On December 21, the parliament held hearings on the progress of the "billion theft" case. Representatives of the National Anti-Corruption Center (CAN), the Security and Intelligence Service, the Criminal Assets Recovery Agency and the National Bank of Moldova presented information on the process of recovering the funds stolen from the banking system. At the same time, the officials answered the MPs’ questions. Also, representatives of the Prosecutor-General's Office presented information on the matter at a closed meeting organized by the Economy, Budget and Finance Commission and the Legal Commission for Law, Appointments and Immunity. According to the parliamentary decision adopted at the end of the hearings, on November 13, 2014, the Moldovan government, based on the proposal of the National Committee for Financial Stability, adopted Decision No. 938 on ensuring macroeconomic stability in the context of the regional situation, which authorized the Finance Ministry to issue, on behalf of the government, a state guarantee for emergency loans of up to 9.5 billion lei to licensed banks by the National Bank. On November 17, 2014, the Ministry of Finance, on behalf of the government, issued state guarantee No. 807 on the provision of emergency loans by the National Bank to licensed banks in the amount of up to 9.5 billion lei. On March 30, 2015, the government adopted Decision No. 124 on ensuring the stability of the Moldovan banking system, which authorized the Ministry of Finance to issue, on behalf of the government, a state guarantee for emergency loans of up to 5.34 billion lei granted by the National Bank to licensed banks. On April 1, 2015, the Finance Ministry has issued on behalf of the government state guarantee No. 101 for emergency loans of up to 5.34 billion lei granted by the National Bank to licensed banks. The National Bank of Moldova, whose authorized capital belongs exclusively to the state, opened credit lines under state guarantee No. 807 of November 17, 2014 to three banks: Banca de Economii - 5 billion 273.2 million lei, Banca Socială - 2 billion 807.8 million lei, Unibank - 1 billion 353.5 million lei. Based on the state guarantee No. 101 of April 1, 2015, the National Bank opened credit lines to Banca de Economii - 4 billion lei and Unibank – 9.700 million lei. The parliamentary decision states that throughout this period, the collection of loans granted by the National Bank of Moldova under the state guarantee No. 807 of November 17, 2014 and state guarantee No. 101 of April 1, 2015 by the Moldovan government has been very slow, amounting to 1.6 billion lei. In this context, the Parliament stated that the Prosecutor General's Office, the Prosecutor's Office for Combating Organized Crime and Special Cases, the Anti-Corruption Prosecutor's Office, the National Anti-Corruption Center, the Security and Intelligence Service, the Criminal Assets Recovery Agency, the National Bank of Moldova, the Ministry of Finance and the National Union of Bailiffs did not take all measures and did not show maximum responsibility to recover the funds provided under the state guarantees of November 17, 2014 and April 1, 2015 by the Moldovan government. Their activity was recognized as inefficient and insufficient, and these institutions will present to the Parliament plenary within 3 months the actions taken to recover the damages caused by bank fraud and the follow-up actions to improve the recovery process. // 22.12.2023 - InfoMarket.
