Moldova has significantly improved the security of gas supplies thanks to extensive reforms and transformations, becoming a model of resilience – Energy Community

The Energy Community Secretariat announced this, noting that while European countries are grappling with the consequences of a potential energy crisis, Moldova is a model of reform-driven resilience. In recent years, energy crises caused by limited Gazprom supplies and the war in Ukraine have prompted Moldova to move from vulnerability to leadership in a number of key areas, including market liberalization, strengthening supply security, compliance with EU regulations, and more. Specifically, on April 1, Moldova reached a significant milestone by liberalizing its gas market for large non-household consumers (over 100,000 cubic meters per year), covering over 50% of national demand. This is a critical step toward reducing dependence on a single supplier and unlocking competition, investment, and supply diversification. In terms of strengthening security of supply and compliance with EU regulations, Moldova is demonstrating in practice how EU legislation on security of gas supply works and how these rules can positively enhance security of supply. Moreover, the country has exceeded EU requirements by ensuring gas storage volumes exceeding 20% of average annual consumption and, for the first time, extended storage agreements to the Transnistrian region, thereby mitigating the associated risks. As noted, now, within the framework of the EU-funded Moldova Energy Independence (MEIR) project, the Energy Community Secretariat is supporting the Ministry of Energy in adapting the security of supply system to new realities and the changing context, with the aim of further strengthening key aspects of gas supply security. The Moldovan authorities are preparing a plan for the new 2026-2027 heating season. In June 2026, with the support of the Energy Community Secretariat, Moldova will conduct its first-ever gas security of supply exercise – an important step in testing emergency response procedures and strengthening crisis response measures.
