Moldovan authorities are modernizing legislation to strengthen the legal framework for the business environment and facilitate integration into the European Union’s internal market
This was discussed during hearings organized by the Parliamentary Committee on European Integration regarding the status of Moldova’s fulfillment of commitments undertaken under the National Program for EU Accession for 2025–2029, specifically Chapter 6 “Corporate Law,” overseen by the Ministry of Economic Development and Digitalization in cooperation with other relevant agencies. During the hearings, progress in the process of harmonization with EU legislation was presented. It was emphasized that Moldova is at an advanced stage of developing its regulatory framework. Of the 11 planned draft laws under this component, most have already been initiated, and one draft law concerning financial reporting is in the final stages of completion and promotion. At the same time, important regulations are being developed to strengthen shareholder rights, increase transparency in the capital market, and regulate public takeover bids, which contributes to the creation of a more transparent and predictable investment environment. Particular attention is being paid to modernizing the legal framework, including through the digitalization of corporate processes and the simplification of business operations. In this regard, legislative initiatives are being advanced regarding the use of digital tools in corporate law, cross-border reorganizations, as well as the regulation of European legal forms, such as European companies and European cooperatives. During the discussions, it was emphasized that certain segments, particularly those related to the capital market, still require heightened attention, given the high complexity of their transition, the need to strengthen interagency coordination, and, in some cases, the use of external expertise to ensure compliance with European standards. Implementation of the measures is continuously monitored through institutional reporting and coordination mechanisms, with progress and potential risks to meeting deadlines assessed periodically.
