
Moldova announces call for selection of 2 pilot regions for implementation of energy management at local level
As reported by the Ministry of Energy, in particular, as part of efforts to strengthen sustainable energy management at local level, the Energy Efficiency and Renewable Energy for Moldova (E4M) project, implemented by GIZ and the Government of Moldova with the financial support of Germany, the European Union, Norway and Denmark, has announced a call for selection of 2 regions that will receive technical and institutional support in the creation of a local energy management service. The objective of this initiative is to support local and regional authorities in applying modern practices in planning, monitoring and optimizing energy consumption in order to improve energy efficiency, reduce greenhouse gas emissions and meet Moldova's commitments under the EU Energy Community and the National Energy and Climate Plan. The objectives of this initiative are: implementation of a local energy management system; creation of an institutional framework for energy planning; support in the development and updating of Sustainable Energy and Climate Action Plans (SECAP); monitoring energy consumption and identifying energy efficiency measures; promoting cooperation between authorities, public institutions and the private sector; dissemination of best practices at the national level. Assistance to the selected regions will consist of support in the creation and operation of an energy management system; training of technical personnel and professional support of energy managers; assistance in collecting and analyzing energy consumption data; promoting the region as a national example of best practices in energy management; a financial contribution from E4M to support the energy management service for 12 months from the date of signing the contract for the provision of services; covering part of the costs of energy management services (gross) - approximately 400 thousand lei per year; support from E4M in the implementation of selected energy efficiency measures in public buildings within the established budget. The main criterion for selecting the 2 pilot regions will be regional cooperation (clustering). Regions must apply as part of a group (cluster). Each group must include at least 2 districts. Participation of municipalities is also encouraged. Only regions defined in the Public Administration Reform Strategy 2023-2030 are allowed. Only local authorities from these predefined regions can form clusters and sign a memorandum of cooperation: region 1 - Ocnita, Edinet, Dondușani, Briceni districts; region 2 - Soroca, Floresti, Drochia districts; region 3 - Telenesti, Soldanesti, Rezina, Orhei districts; region 4 - Sîngerei, Rîșcani, Glodeni, Falesti, Balti municipality; region 5 - Ungheni, Nisporeni, Calarasi districts; Region 6 - Straseni, Ialoveni, Dubasari, Criuleni districts, Chisinau municipality; Region 7 - Stefan Voda, Causeni, Anenii Noi districts; Region 8 - Leova, Hincesti, Cimislia, Basarabeasca districts; Region 9 - Taraclia, Cantemir, Cahul districts; Region 10 - ATU Gagauzia. To confirm cooperation, applicants must submit a memorandum of cooperation signed by all participating parties. The selection criteria also include: financial contribution (until October 2025), the number of local authorities (LA) that signed the memorandum, and a joint letter of intent. In particular, the region with the highest financial contribution to the initiative will receive the maximum score of 10 points, and the region with the lowest financial contribution - 5 points. The remaining regions are assessed proportionally. Each group is expected to make a financial contribution to the initiative. A higher financial contribution increases the chances of selection, as it indicates a strong commitment. Much will also depend on the number of local authorities that have signed the memorandum: all districts of a region or ATU Gagauzia – 10 points, only 2 districts from a region – 5 points. Each group must also submit a joint letter of intent describing their willingness to support the initiative. The package of documents must include: a memorandum of cooperation signed by all districts/local authorities of the respective region, a joint letter of intent (max. 3 pages) signed by all participants in the memorandum indicating the region and the current energy context, motivation for participation, commitment to allocate financial and human resources to the initiative, detailing the financial contribution of each participant.
