The Parliament adopted in the first reading amendments to the Law on the State Budget for 2025, increasing the deficit of the state budget of Moldova by 4.01 billion lei (+28.9%) - to 17 billion 906.35 million lei (5.1% of GDP)
In particular, it is proposed to increase the revenue side of the state budget in 2025 by 3 billion 730.9 million lei (+5.2%) - to 75 billion 284.8 million lei, and the expenditure side - by 7 billion 743.2 million lei (+9.1%) - to 93 billion 191.1 million lei. As a result, the state budget deficit in 2025 is expected to amount to 17 billion 906.3 million lei instead of the previously planned 13 billion 894 million lei, i.e., it will increase by 4 billion 012.3 million lei (+28.9%). As noted by the government, the changes made to the state budget for 2025 were due to the receipt of financial resources from the EU to support the population and businesses affected by the increase in energy tariffs, as well as a financial support package from the EU to support the Moldova Economic Growth Plan (advance and first tranche), which is aimed at accelerating economic reforms, expanding access to the single market of the European Union and increasing financial assistance through a special mechanism for reforms and growth. The Ministry of Finance emphasizes that the amendments to the state budget for 2025 provide for the inclusion of about 8 billion lei from the European Union. These funds will directly benefit the population and will be used to reduce energy costs, develop infrastructure and support economic agents. In particular, 3.66 billion lei have been allocated to improve energy sustainability. These funds will be used to compensate households and economic agents, while local authorities will receive resources to minimize the effects of increased electricity tariffs. Energy efficiency projects will also be implemented. At the same time, 3.8 billion lei have been allocated for measures to implement the Moldova Economic Growth Plan. The Road Fund and the National Fund for Regional and Local Development will be replenished by 1 billion lei, from which local roads will be repaired as a priority. Herewith, about 200 million lei will be directed to the National Fund for Agriculture and Rural Development; to support small and medium-sized enterprises; to repair and equip school kitchens. 300 million lei will be allocated to ensure the provisions of the regulatory framework on salaries in the budgetary sector. The National Ecological Fund will also receive an additional 100 million lei. The rehabilitation of the Valeni section of the Cahul-Giurgiulesti railway line and the repair of the railway line from the Prut-2 station (Cantemir) to the railway bridge over the Prut River will also be supported, as well as the completion of the project to provide drinking water to the villages of the Hincesti district. Prime Minister Dorin Recean noted that the +Plus Budget is the largest financial package ever allocated by the Moldovan government for investment and economic growth.
