Government approved the draft law on electronic communications, which transposes the main sectoral documents of the European Union

The draft is intended to create a modern and competitive legal framework for the development of electronic communications networks and services in Moldova. The project envisages transposition of 12 EU regulations in this field, including Directive (EU) 2018/1972, and also creates prerequisites for transposition and implementation of the EU regulatory framework necessary for Moldova's inclusion in the EU’s “roaming at national tariffs” zone (Roam Like At Home). The national legislation in the field of electronic communications requires harmonization with the European one in order to facilitate Moldova's integration into the EU digital single market. In addition, the electronic communications infrastructure needs to be developed to ensure access to high-speed internet and modern communication services for all citizens, especially in rural areas. “Fragmentation of the electronic communications market and limited access to high capacity networks in certain regions hinder the uniform development of the digital sector. Legislative intervention is needed to stimulate investment in infrastructure and ensure the interconnectivity necessary for economic and social development,” the Ministry of Economic Development and Digitalization said. Within the framework of the project it is planned to create a national system of warning the population about emergency situations - MD-Alert, its development will require about $5 million, for this purpose the government plans to get a loan from the EBRD. It is also planned to modernize the Single National Service of Emergency Calls 112; the cost of the project will be determined after a feasibility study. The Ministry of Economic Development and Digitalization said that citizens will get better quality of electronic communication services and high-speed Internet as a result of the implementation of the draft law, especially in rural areas. Providers of electronic communications networks and services will receive a legislative framework to stimulate investment and innovation, while regulators and state agencies will receive an updated structure to supervise and implement regulations in the field of electronic communications. The project aims to reduce the digital divide between rural and urban areas and improve the quality of electronic communications services. The document envisages the expansion of high-capacity networks and the introduction of clear consumer protection rules. Measures will also be taken to facilitate access to modern digital infrastructures, including advanced electronic communication services and technological solutions based on high-speed networks, such as those required for the introduction of 5G networks and other innovations in the field of electronic communications. The draft law is to be implemented from 2026, with a transition period for some of its provisions. // 05.03.2025 - InfoMarket
