State of emergency is in effect in Moldova, starting December 16

State of emergency has been introduced due to uncertainty with the transit of natural gas through Ukraine and gas supplies to the left bank of the Dniester. It will be in force throughout the entire territory of Moldova for 60 days. During this period, the authorities will be able to take measures based on the decisions of the Commission for Emergency Situations, in deviation from the norms and procedures established by law. The measures will concern the allocation of finances for the purchase of necessary volumes of natural gas and electricity, and operational actions to ensure energy resources. If necessary, rationed consumption of energy resources will be introduced. Also, based on the decisions of the Commission, the energy companies will be authorized to purchase, transport, distribute and supply electricity and natural gas throughout Moldova. The authorities will decide on the social protection of citizens, including those from the Transnistrian region, in order to prevent or mitigate humanitarian crises, on the creation of operational instruments to collect payments from consumers for used energy resources, etc. During the state of emergency, the Moldovan Commission for Emergency Situations will issue binding decisions for the heads of central and local public administration authorities, economic agents, state institutions, as well as for citizens and other persons on the Moldovan territory. It is worth mentioning that the government also approved the regulation on emergency situations in the natural gas sector and the action plan for emergency situations in the natural gas sector. It contains the procedure for assessing the risks, the preventive action plan, the distribution of the responsibilities of the competent bodies, etc. Let us remind you that the previous state of emergency in Moldova was introduced in February 2022, when Russia invaded Ukraine.
