Draft National Development Plan for 2024-2026 covers a package of reforms aimed at implementing 4 government priorities: ensuring peace and security; economic development and job creation; modernizing infrastructure and improving living conditions in the country; justice reform. The three-year action plan contains measures grouped into 10 main goals of the National Development Strategy: increasing income from sustainable sources and overcoming inequality; improvement of living conditions; creation of an inclusive social protection system, etc. In total, the draft document contains 114 measures, which will require about 28.9 billion lei, 62% of them will be covered from the budget, the sources of financing for 38% of the measures have not yet been determined. By 2024 alone, at least 4.8 billion lei will be required to carry out reforms and implement investment projects. Thus, about 30 million lei will be allocated to support small producers in placing their products on the local market, 60 million lei will be allocated to the digitalization of SMEs to facilitate the transition to e-commerce, 60 million lei - to support digital innovations and startups, 185 million lei - to support retechnologization and energy efficiency of SMEs, almost 763 million lei - to strengthen the climate resilience of the agricultural sector, 34.8 million lei - to strengthen the testing capacity of sanitary, veterinary and phytosanitary laboratories, 60 million lei - to promote entrepreneurship among youth, 30 million lei – to promote women’s entrepreneurship, 90 million lei – to support migrants’ investments in the socio-economic development of the country, 130 million lei – to develop the country’s export potential, etc. More than 18 billion lei are planned to be spent on improving transport infrastructure and integration into the European transport network: repairs, modernization and construction of bridges, roads, improvement of the road surface, etc. are planned. Over 7.4 billion lei are planned to be spent on improving the efficiency of passenger and freight transport, about 1 billion lei - on the development of regions of the country through the implementation of infrastructure projects, 0.9 billion lei - on the development and strengthening of the country's electricity system (construction of the Vulcanesti-Chisinau power line and power plant in Balti, expansion of the power plant in Chisinau, etc.).
