
The Moldovan parliament has passed in the first reading amendments to the state budget for 2023, which reduce its revenues and expenditures by 497.8 million lei.
According to the amendments, the revenue part of the budget will amount to 65 billion 776.7 million lei, while the expenditure part - 84 billion 104 million lei. At the same time, the state budget deficit will remain unchanged and will amount to 18 billion 327.3 million lei (5.9 percent of the GDP). The amendments were made due to the adjustment of the macroeconomic forecast for the current year and in the context of the actual execution of the state budget in January-August 2023. The amendments to the law on the state budget for 2023 and to the law on the unified system of labor remuneration in the public sector include measures envisaged in the Spor pentru Moldova package announced by the government, which envisages salary increases and payments for 170 thousand citizens. The government said that the identified savings were redirected to economic and social impact programs, as well as to new measures meant for budgetary employees. The budget adjustment will amount to about 1.65 billion lei. The biggest allocations of additional funds concern one-time payments and salary increases, for which 846.9 million lei will be earmarked. The salaries of doctors and nurses in budgetary institutions will increase by up to 26%. Teachers from all educational institutions will receive a lump-sum payment of 5,000 lei, while non-teaching staff will receive 3,000 lei. Police officers and carabineers from the Interior Ministry will receive a lump-sum payment of 5,000 lei. At the same time, the salaries of about 1,700 people in the cultural sector will rise by 25% on average. Also, the following funds will be allocated: 100 million lei for the repair of roads, 300 million lei for projects on the development of villages and towns and for the "European Village" program, as well as an additional 100 million lei for agriculture.
