
The internal public debt of Moldova in July 2023 increased by 1 billion 790.1 million lei (4.9%) and reached a new record high of 38 billion 602.5 million lei.
In general, since the beginning of this year, it has increased by 4 billion 110.1 million lei, or by 11.9%. The previous record high of Moldova's domestic public debt was registered at the end of June 2023, when it was at the level of 36 billion 812.4 million lei. According to the Ministry of Finance, the increase in domestic public debt registered in January-July 2023 occurred mainly due to an increase in the issuance of government securities in the primary market by about 4 billion 218.1 million lei. In particular, as of the end of July 2023, the debt on government securities issued on the primary market amounted to about 24 billion 407.9 million lei, which is 4 billion 218.1 million lei more (+ 20.9%) than at the end of 2022 (20 billion 189.8 million lei), and it accounted for 63.2% of the total domestic public debt. At the same time, the debt on bonds issued for the fulfillment by the Ministry of Finance of payment obligations arising from state guarantees dated November 17, 2014 and April 1, 2015, at the end of July 2023 amounted to 12 billion 061.2 million lei, without changing, compared to the situation at the end of 2022. It accounted for 31.2% of the total amount of internal public debt of Moldova at the end of July 2023. Herewith, the debt on converted government securities at the end of July 2023 amounted to 2 billion 133.43 million lei, having decreased, in comparison with the situation at the end of 2022 (2 billion 241.37 million), by 107.94 million lei (4.8%) and amounting to 5.6% of the total amount of domestic public debt at the end of July 2023. According to the Ministry of Finance, in January-July 2023, the weighted average interest rate on government securities sold at auctions was 10.17%; which is 5.01 p.p. less compared to the same period in 2022. By types of securities, the yield for 7 months was: GS-91 days - 11.42%, GS-182 days - 10.44%, GS -364 days - 9.48%, GB-2 years - 10.11%, GB-3 years - 9.33%, GB-5 years - 8.02%, GB-9 years - 8.8% (GS - government securities, GB - government bonds).
