Moldovan Parliament adopts in the second reading the so-called "Deregulation Package" to reduce bureaucracy and facilitate business.

It is a bill aimed at facilitating and simplifying the activities of the business environment. The proposed legislative amendments concern a number of important areas of economic agents and are aimed at reducing business costs, reducing bureaucracy and improving relations between employers and employees. In particular, developed at the initiative of the Ministry of Economic Development and Digitalization, the "Deregulation Package" introduces significant changes in the field of information technology, digitalization and electronic communications. The package also covers labor relations and state control over entrepreneurial activities. Most of the amendments are in the area of labor relations. Thus, there are changes to the paragraphs on planning annual leave; drawing up and maintenance of the internal rules of the enterprise, except for the individual preliminary employment contract and prior written notification of the employee of the date of the beginning of annual leave. A new wording of the paragraph on the vacation pay is also proposed. In particular, the employer will no longer be obliged to pay vacation pay at least 3 calendar days before the employee goes on leave. This money can be paid on another date agreed upon by the parties, but no later than the date wages were paid for the month in which the leave was granted. This amendment is intended to balance the rights and obligations of the employee and the employer. At the same time, the cost of medical examinations for employment and periodic medical examination of persons employed in catering, including in the HoReCa sector, is proposed to be covered by the mandatory health insurance budget. In this case, medical examinations can be carried out in public or private medical institutions. The document issued by the medical institution will replace personal medical book or the blue health passport, which now provides for mandatory medical examinations for employment in the hospitality business (HoReCa). The list of professions, harmful factors of production and work with increased risk of the emergence and spread of infectious diseases, the order and frequency of medical examinations will be established by the government. In the field of digitalization, information technology and electronic communications it is proposed to simplify authorization procedures for the installation of electronic communication networks. In the field of construction and urban planning, the procedure for changing the intended use of buildings in residential areas for commercial or business purposes will be simplified. The Executive Code will be amended to ensure the digitalization of the relationship between bailiffs and commercial banks, which will reduce administrative costs and time costs. Another important area of the bill is the simplification of state control over business activities. According to the new provisions of the law, in the first three years of small and medium-sized businesses controlling body will not have the right to apply sanctions or restrictive measures, except for cases when an entrepreneur commits grave or repeated crimes. In addition, the law will include the obligation to register the motivation note in the State Register of Controls and the obligation to provide "checklists". Thus, the type of inspection will be announced in advance, and the number of unjustified, unannounced inspections will decrease. At the same time, the controlled person will have the right to photo and video recording of the inspector's actions.
