
Moldova has joined the European Union's FISCALIS program for cooperation in the tax field and will have access to 269 million euros.
In particular, this is provided for by the relevant agreement on our country's participation in the program, which was ratified today by the Moldovan parliament. The ratification of the agreement will provide Moldova with support to improve the functioning of the domestic market, enhance competitiveness and fair competition. Also, the implementation of this agreement will finance a string of actions, among which the enhancement of the IT potential via the development and exploitation of the European electronic systems. The program will be implemented by the State Tax Service in 2023-2027. The total cost of the program is 269 million euros. Moldova's contribution will amount to about 20 thousand euros. The agreement between Moldova and the European Union on our country's participation in the EU’s FISCALIS program of cooperation in the tax field was signed in Brussels on February 7, 2023. Moldova's participation in the FISCALIS program will help improve exchange of tax information and strengthen administrative capacity, strengthen IT skills through development and operation of specialized electronic systems. The 269 million euros in assistance planned for 2023-2027 is intended to cover the costs of preparation, monitoring, control, audit, evaluation and other activities to manage the program, as well as assess the achievement of its goals. In addition, this amount may cover costs related to training, expert meetings, informational activities, as they relate to the objectives of the program, as well as to cover costs related to technical and administrative assistance required in connection with the management of the program. At the same time, it should be noted that Moldova will have to pay a contribution for participation in the program. The operational contribution is based on a standard calculation applicable to all European Commission programs. It is based on the program budget and Moldova's GDP compared to the EU GDP at market prices. The participation fee is determined as a percentage of the operational fee. Under the agreement, the participation fee will be 4% of the initial annual operating fee and will be phased in: from 1.5% in 2023 to 4% in 2027. The participation fee is not subject to adjustments or corrections. Contributions may be paid in one or two installments per year, depending on the outcome of negotiations.
