This was reported by the press service of the Parliament, noting that this is provided for by a draft law on which the commission on national security, defense and public order gave its positive conclusion at a meeting on Wednesday. The document was developed by a group of deputies from the Action and Solidarity party to implement the decision of the Constitutional Court. The draft law proposes to create a procedural instrument that ensures effective parliamentary control over the provisions issued by the Commission for Emergency Situations (CoES). The authors of the legislative initiative propose to regulate the procedure for exercising parliamentary control over the provisions and orders issued by the Commission for Emergency Situations. Accordingly, after the end of the state of emergency, the CoES will submit to the plenary a report on the actions and measures taken. Later, the supreme legislative body will decide on the extension of the state of emergency, as well as on the expansion or contraction of its scope. The document also provides for the addition of the Law on the regime of emergency, state of siege and martial law with new measures applicable during the state of emergency: the establishment of a special regime for the operation of checkpoints across the state border, regulation of the reception, stay and processing of documents of foreigners, reprofiling and changing the purpose and mode of operation of state and private institutions, etc. The bill also clearly establishes the responsibilities of the Ministry of Defense and the General Inspectorate for Emergency Situations during a state of emergency. For example, the Ministry of Defense will provide assistance to central and local authorities and structures responsible for ensuring national security and public order.
